I want to fill in my drainage ditch in my front yard that no longer drains properly. It stopped draining because a former neighbor dumped garden dirt in their ditch… So i know i could lay drain pipe, spread gravel, fill dirt and grass seed. But ive heard id still need a civil engineer to permit.
